How to Submit an Application for a Letter of Recommendation:

To be considered for a letter of recommendation from the Clemency Board you must submit a complete application. A complete application includes a correctly filled clemency board application form and signed releases so the Clemency Board may have access to your criminal, civil, medical, and/or any other records that are relevant to the Clemency Board’s processing of your application. You can submit an application with the Clemency Board in the following manners:

  1. You can submit your application online here: Clemency Board of DC Application;
  2. You can submit your application via email by downloading the Clemency Board's Application form here: Clemency Board of DC Application and Required Releases and emailing the completed form, signed releases and supporting documentation to [email protected]; or
  3. You can submit your application via mail by downloading the Clemency Board's Application form here: Clemency Board of DC Application and Required Releases and mailing the completed forms, signed releases and supporting documentation to the following address:

Please keep in mind since the D.C. is not a state the Clemency Board cannot grant clemency, it can only recommend applicants for clemency to the President of the United States. Under current law, the President is the only authority able to grant clemency over D.C. Code offenses. To be granted clemency you must file an application with the United States Department of Justice, Office of the Pardon Attorney which you can access here
