Welcome to the Clemency Board of the District of Columbia

The Clemency Board of the District of Columbia (Clemency Board) was created to help people convicted of DC Code Offenses receive a pardon or commutation. Because the District of Columbia is not a state, the Clemency Board cannot grant clemency but it can recommend clemency to the President of the United States and the DOJ Pardon Attorney.

The District's Clemency Board and the Mayor’s Office of Returning Citizen Affairs is hosting a community event on Wednesday, February 8, 2023, from 6:30 p.m. - 8:00 p.m. at the Dorothy Height library located at 3935 Benning Road NE, Washington, D.C. 20019. The purpose of the event is to educate the community on the District’s Clemency Board, its application process, and relief potentially available to incarcerated persons and returning citizens through clemency and other administrative remedies.
